PRC retains its own in-house architectural company which operates as Peter Clements Architect P.C. (PCA). PCA is a full-service architectural firm specializing in new construction and rehabilitation of multi-family residential buildings. The firm’s employees have deep knowledge and professional expertise regarding various construction typologies, relevant housing and building codes, and vast experience working with even the most challenging existing conditions. Working hand in hand with the firm’s development, construction and management divisions, each PCA project is designed with sustainability, construction cost, feasibility and operational efficiencies in mind.

PRC’s construction division, Melcara, offers deep experience in new construction, historic preservation, substantial rehabilitation, and tenant-in-place rehabilitation. The firm strives to remain a leader in modern affordable housing construction by utilizing the latest technology and maximizing sustainability. Melcara has successfully constructed or rehabilitated more than 10,000 apartments from pre-construction to final close-out throughout its history. In the past ten years, the division has supervised over $1.0 billion of construction, including several ground-up construction projects and over 3,800 units of tenant-in-place preservation work.

Our History
PRC has been family-owned and operated for over 50 years since being founded in 1971 by Jerome Chatzky. Jerry started PRC with the singular goal of improving people’s lives in the Bronx neighborhood where he grew up. His solution was to create new housing, which created new opportunities for the community. He believed taking care of the residents should always be the priority, taking immense pride in PRC’s workmanship.
Three generations later, the family business still keeps Jerry’s goals at the forefront of its offerings. PRC and its affiliates all operate under one mission statement: everyone deserves a clean, safe place to call home, regardless of income.
Since 1971, PRC has been a market leader in multifamily development, creating or preserving more than 9,800 units of affordable housing and more than 1,500 units of market-rate housing in New York City. PRC and its affiliated companies, Peter Clements Architect, Melcara, and PRC Management, all work hand in hand to deliver a seamless execution for all the firm’s stakeholders.

As Principal / CEO, Matt oversees business development, acquisitions, capital markets and development for PRC. Since joining the firm, he has facilitated some of the largest closings in PRC’s history including a $600m construction loan for the preservation of nearly 1,700 units in East New York and a membership interest disposition for a 2,000-unit LIHTC portfolio in the south Bronx.
Prior to PRC, Matt served as a Director at The Ackman-Ziff Real Estate Group where he worked on some of the firm’s largest and most complicated multifamily debt and equity financings across the country, closing over $5.5 billion of transaction volume throughout his tenure. Prior to Ackman-Ziff, Matt graduated magna cum laude from Tufts University.
Matt and his brother Ben are firm believers in affordable housing and its ability to transform the lives of residents and communities. They remain deeply committed to using their company’s expertise to preserve and create additional housing opportunities for all.

Ben Linde is Principal / COO of PRC and its affiliated companies. He is primarily responsible for the oversight of the strategic, operational, and financial areas of all divisions of PRC. Since joining the firm, he has been actively involved in the development of over $1.3 billion of multifamily residential housing, including the creation or preservation of over 4,200 units of affordable housing. Ben has participated in the oversight and operation of over 7,500 units of multifamily housing ranging from affordable to luxury rentals.
Prior to joining PRC, Ben was employed as a property manager and oversaw the daily management of a portfolio of 25 residential buildings in Manhattan.
Ben holds a B.A. from Washington University in St. Louis and a J.D. from Fordham University School of Law and is a member of the New York State Bar.
Ben is proud to be the third generation in the family business, working alongside his brother Matt to advance PRC’s mission to provide housing that all residents, regardless of income, can be proud to call home.

A third-generation engineer, Tyler McIntyre lives out his family legacy daily at Property Resources Corporation (PRC). As President of Melcara Corp, an affiliate of PRC, and an Executive Vice President of PRC Tyler oversees the development, construction, and rehabilitation of affordable housing projects. Tyler, who has been working in design and construction for nearly 15 years – and in affordable housing for almost a decade – previously held positions at Fairstead, Tetra Tech, Lendlease and RockFarmer Capital. In those roles, he focused on the design and construction of commercial, multifamily, and healthcare facilities. Tyler earned two undergraduate degrees from Dartmouth (mechanical engineering, economics) and graduated from the Whiting School of engineering at John Hopkins with a master’s degree in urban planning and construction management.
His commitment to a just society is notably evident though his work as a member of the council of the Van Alen Institute, which endeavors to create equitable cities through inclusive design. Tyler lives in New York City with his wife and three children.

Howard Barash is a finance executive with over 30 years of success in driving revenue, profitability, and asset performance in the real estate industry. His expertise has benefitted domestic and international companies ranging from a start-up real estate investment trust to a mature asset management company, with portfolios in the single and multi-family housing spaces. Through leadership roles as a Chief Financial Officer, as well as as a trusted external consultant, he has leveraged his wealth of talents to maximize growth, capital, investor returns, regulatory compliance, and operational efficiency.
Prior to joining PRC, Howard was employed as the Chief Accountng Officer for The MMS Group, one of the largest 3rd Party managers of affordable housing in the United States. He has also served as the Chief Financial Officer and Chief Operating Officer at RPM Development Group, an affordable housing asset management company. Leading organizations comprised of 150 people, he infused strategic vision, structure, controls, and governance across the finance and accounting functions and scaled the operating model to take the company from a ”mom and pop” to a small/mid-sized company. Over five years, he increased profitability, sustained the financial health of properties, secured necessary financing, and overcame unprecedented COVID-related challenges.
Mr. Barash also was a Partner at CohnReznick LLP in its Advisory Group in 2014, tapped to establish and grow a real estate advisory practice. He spent the next four years concurrently building a thriving practice that became a recognized leader in real estate advisory services while advising some of the largest companies in the investment space. He also evolved into a acclaimed industry expert in accounting and institutional investor reporting, speaking at conferences and authoring publications.
Mr. Barash holds an MBA in finance from the New York University Stern School of Business and a Bachelor of Science from Cornell University.

As President of Property Management, Miriam spearheads the comprehensive operations of the Property Management Group. Miriam joined PRC in December 2023, with a distinguished history of leadership and extensive expertise.
Before joining PRC, Miriam held the position of Vice President and Area Manager at Phipps Houses. Her portfolio included Blended, Supportive Housing, Project Based Section 8, Tax Credit, and Inclusionary properties.
Prior to assuming her responsibilities as Area Manager in June of 2003, Ms. Rubinton was the Director of Purchasing, beginning in May 1998, and Project Coordinator of Real Estate Development and Asset Manager at Phipps Houses beginning in 1997.
Miriam’s managerial acumen was cultivated through prior roles with local not-for-profit organizations and the City’s Department of Housing Preservation and Development. She holds a Bachelor of Arts degree in Urban Problems and Political Science from SUNY at Empire State College, a Certificate in Construction Project Management, and is a Certified Sustainable Building Advisor.

Christine Dodge is the Director of Human Resources at Property Resources Corporation. Christine has over ten years of experience managing all employee-related issues, including hiring, benefits, payroll, and employee relations. Prior to joining the PRC team, Christine held other management roles within the field of Human Resources, both in the real estate field as well as for several municipalities.
Christine holds a Bachelor of Business Administration degree from Concordia College.

Mr. Taborga has collaborated with several firms in the city and other areas in the development of High-end residential and commercial projects in NY, NJ, CT, FL, CA, as well as projects overseas. In prior engagements, he participated in educational, institutional and multifamily mid-rise residential projects.
His experience in historic Preservation and rehabilitation projects matches our needs in the coordination of efforts to attain Historic Tax credits from state sources.
The energy and experience that Mr. Taborga brings to Peter Clements Architect, as the Director of Design, is in balance with the team spirit he has found within the company and provides the ground for a successful completion of the current NYCHA large rehabilitation project in New York City.

As Director of Development for Property Resources Corporation, Lauren is engaged in the day-to-day management of an active portfolio of nearly 1,900 units in construction while working with senior leadership to cultivate the PRC’s pipeline and grow the development team.
Prior to joining PRC, Lauren worked for seven years for The Community Builders, Inc. a national non-profit developer. There she led a multifaceted team of professionals and colleagues in the development of a $316 million, 500-unit, six-phase public housing revitalization. Lauren directed all facets of the project including resident and community engagement, resident relocation, financing, permitting, design and construction, marketing, and leasing. She was personally responsible for assembling, securing, and closing over $110 million in diverse project financing and managed the completion of 166 units of mixed-income housing, two early childhood educational centers serving over 150 low-income children, and substantial infrastructure improvements including a 33,000 sf outdoor recreational space, a parking facility, and a multi-phase water main reconstruction project.
Lauren also has public sector experience, working as a Senior Planner for the NYC Parks Department, where she managed complex parkland dispositions and acquisitions, and developed strategies to expand open space access in underserved communities throughout the five boroughs. She began her career in housing with the Community Preservation Corporation, as a loan servicer and construction loan specialist, handling loan workouts for borrowers struggling to rent up and sell units post-recession.
Lauren resides in Westchester County with her family and holds a master’s degree in city and regional planning from Pratt Institute and a bachelor’s degree from Quinnipiac University. She is a member of the American Institute for Certified Planners (AICP).

Under Mr. Linde’s leadership, Property Resources Corporation has built or preserved over 20,000 housing units including low-income, middle income and luxury condominium units. Prior to working in real estate, Mr. Linde worked on Wall Street as an investment banker at various firms including Bear Stearns and Drexel Burnham Lambert. He is a licensed Real Estate Broker, a member of the Real Estate Board of New York, and NYSAFAH. He holds a BA from Brandeis University and an MBA from the Columbia Graduate School of Business.
Mr. Linde is an active member of numerous professional, civic and charitable organizations including serving on the Advisory Board of the New York Housing Conference, the Executive Council of the American Jewish Committee where he chairs the Audit and Real Estate Committees, and as Executive Committee Member and Treasurer of Plaza Jewish Community Chapel.
Mr. Linde is very proud to have handed control of PRC to his two sons, representing the third generation of the firm dedicated to the principal that everyone deserves a home.

Mr. Chatzky is Co-Chair of the Board for The PRC Group. He has been actively involved in the construction and development of residential housing and has participated in the creation of over 4,500 units of housing. Prior to joining the firm, Mr. Chatzky was associated with the law firm of Dewey, Ballantine, Bushby, Palmer & Wood. He received a B.A. Degree from the University of Pennsylvania and a J.D. Degree from the Georgetown University Law Center.
Mr. Chatzky is a significant benefactor to U.S. Rowing and sits on the Board of the National Rowing Foundation. He is also a member of the Board of Directors of Let’s Get Ready (www.letsgetready.org), a not for profit agency that provides low income high school students with SAT tutoring, admissions counseling, and other support services needed to gain admission to and graduate college.
